You need: a domain (best one first level domain). Then you need a script for your faucet.
If you search well on github or google you will find a lot for free and well enough that you don't need to waste to much time to set up.
then you need to funds your faucets, and maybe find a good payment processor like coinpot for your faucet.
without ads you can't survive... so then the really hard part: find a good sponsor for your faucet
and a good antibot... because it's full of users that could hack/exploit your faucet .
Yes, my personal suggestion is... not run a btc faucet because right now it's really hard earn money with it
