You need: a domain (best one first level domain). Then you need a script for your faucet.
If you search well on github or google you will find a lot for free and well enough that you don't need to waste to much time to set up.
then you need to funds your faucets, and maybe find a good payment processor like coinpot for your faucet.
without ads you can't survive... so then the really hard part: find a good sponsor for your faucet Cheesy
and a good antibot... because it's full of users that could hack/exploit your faucet Sad .
Yes, my personal suggestion is... not run a btc faucet because right now it's really hard earn money with it Sad

Faucets are the waste of the time and most of the experienced users are aware of it, only newbies are attracted to it. I think you should also stay away from it, as it will be very difficult to generate the income from these faucets.

Buy a domain name (attractive one),buy a hosting,look for a faucet script (buy one or take an open source one) and install it on your hosting (google is your friend).Then link your hosting ip to be forwarded to your domain name.Good luck
