Does anyone know who the owner(s) of the forum are? How can I contact them?

I'm not sure, but I think Theymos is the owner of bitcointalk, as he currently is the highest authority here in the forum. You can send him a message, but it's unlikely for him to respond unless you're going to message him about something important.
