Maybe it is good to mention here that:
1. It is possible to interact with a running Bitcoin client from other languages by using its RPC (Remote Procedure call) interface.
2. If you want to make drastic changes to the way the client ought to work, there are projects like the fairly new
Tendermint that do the common work of distributed ledger systems for you, but allow you to write part of the functionality in any programming environment of your choice. (There probably are some strings attached, I do not know a lot about this project at this time.)
