Of course the smart money without having fear and focusing on a mid term to long term hold is buying as much BTC as they can.
They let the price range for a while and small retail investors losing faith, giving up and leaving the play field. That is what is happening now and probably for a few more months.
So be patient and buy each week or each month a bit if you can not trade or don't want to trade.
Imo we won't see any big price action until summer at least.

 yeah they actually buying but after they gained enough on it they will manipulate the price into the lowest price which is they sell and buy back for another round . Actually that is the common reason why the price nowadays always manipulate to another price.

The price is already quite low, of course now it's time for them to buy, now more investors is looking for certainty, many pressure is coming from the government, and all the banning news making investors wonder, so the experienced player know now is the best time to buy, stock some to make more profit the future
