What would be the safest method to buy btc from people instead of exchanges? I will be looking for 1-2 daily and would like to know if there is a safe way to do this without paying high fees on exchanges. I already know about coinedup and localbitcoins. Thanks in advance.

You kind of answered your own questions...localbitcoins and then bring cash and meet in a safe, public place and give them the money and get the bitcoin..simple.

You will probably pay more than the exchange rate though. If you are looking to find BTC to buy with cash and pay below market value, then that isn't easy...can be done, but it's hit or miss.
