I think the best and most effective place to advertise an ico is the bitcointalk forum, signature campaigns or crypto related forum because mostly the members of those forums are crypto related and will likely drive a traffic and investments to your sites and ico rather than using the social media platforms.

I am wondering where do you advertise your ICO projects? Do you use bitcointalk forum or other mediums like Facebook Ads or Google Ads?

Is there anyone with experience in this subject? I want to know what is the best (cost effective) medium to promote ICO. 

You are already on the best medium to advertise you ICO. Some alternatives are Social media sites like twitter , reddit , youtube and some blogging for reviews. You can also list on ICO rating sites to add more search results.

Bitcointalk helps to find community, same facebook, goggle (but don't forget they have banned ICO adds already)

it is true this forum is still the best because it is the users ICO is looking for information here and the development of ICO is here so no doubt this forum is still the best to be a marketing medium.

if in my opinion this can be seen in terms of what project when we will promote it, it could be the project is made for ads on facebook, and there are also on twetter and that will become the market prey is the friends or follower who is in our media.

I advertise my ico in this bitcoin forum because I am following a bounty containing signatures and bounty sosmed,
for my signature to advertise in some parts of altcoin in this forum.
and for bounty sosmed I advertise it on Twitter or Facebook I just share it from ico's posts. I like this job.

If I think the capital is quite minimal and want to advertise. then use it via youtube and instagram. because people will see a lot through toutube and instagram. and will attract a lot of attention.
