Presale are often raised similar to how VC funding works (and one of my friends running one said the process was identical). It's closed off to only accredited investors willing to give a large sum.

Public ICOs run like crowdsourcing events: effectively opened to the public for any amount. You don't need to be accredited and assuming you're not geo-locked from investing, you can give as little or much as you please.

Pre ICO:

ICO PreSale or Pre ICO is the way for new starups to introduce their project idea toattract the investors through discounts and bonus schemes. It is the opportunity for starters and investors both to be benefitted. Investors get discounts by the participation in Pre ICO.

Public ICO:

Public ICO or CrowdSale is open for everyone which comes after the Pre ICO. Crowdsale is for generating majority of funds to complete the project. There is Hard cap and soft cap value in public ICO to proceed next step.

Initial Coin Offerings (ICO) pre-sales are typically there for the company or leadership team to raise the necessary funds to gear up for the launch of the public ICO and/or to get some more of the product/service finished before the public launch of the ICO.

The pre-sales will typically give a bonus for contributing during the period since your funds will be locked up earlier and, as an investor, you are taking a bigger risk on them because you invested earlier.

Another reason companies will do an ICO pre-sale is to get private Venture Capital money in at a bigger discount than public funds. This seems to be becoming a trend in the space - garnering VC funds in pre-sale. Hope this helps!

Of course it's more profitable to buy tokens in presale, but you have to understand that many projects sell their tokens in main sale only because of successful presale, it's a mark of maybe good trustful ICO for people. Why put there your money if you don't know the success/unsuccess of the presale only.

That is why many investors do not understand the sales section in an ICO.
If all know the investors, all of them will also buy in the Pre Sale section.

But maybe also look first for the progress of the project until it is done.

Not everyone is allowed to invest in ico during pre-sale. Usually it require the big amount of money (~10-100k$), but of course you will have a good discount in a presale stage.

Pre sale are sometimes ment for the insider investors of the project while public sales deals with everyone else that's interested in joining the ICO.
And mostly, the success of a project is easily measure by the public sales not the pre sales... So many people prefer a project with prospective success.
Best case is pre Sale and Softcap already reached and a good project of course.
