As when we see the word decentralization mentioned (especially, when used in combinations like "the world has gained shifts from centralization to decentralization"), it is almost certainly some bullshit which is either completely detached from reality or aimed at people who "want to believe". In either case it doesn't look worthy of spending our time on it (other than exercising purely academic interest in researching this stuff)
