sorry for this strange question.
I want to know if there is a way to creat account It can not be Send or Receive merit?..
The only way to do so is not to post anything ever relevant, that way you'll never earn merits, and would never have Smerits to send out.

Locked and perman-banned accounts still be able to received merits, that are what I saw, but I don't know what will happen with nuked accounts. However, I guess nuked accounts are also able to received accounts. They all likely are unable to send their sMerits.

I believe OP is referring to useable accounts but these accounts status you're referring to aren't useable. OP you might try your chances by sending a PM to theymos requesting for that restriction on your account. I'm positive you guys can work something out if he responds to your message. I'm just as curious as the others, why on earth who someone not want to recieved merit (or are you asking your question, just for asking seek). Even those who claims to not be interested in the system still fancy getting merited and sends smerits when they feel like.
What are you doing Sir? Please don't encourage random members in the meta section to bother Theymos and the administrators with this kind of eccentric requests. We are 2,6 million registered users here and there are 20 000 new accounts every month...  so please be careful with that. If omer-jamal doesn't want merits he could mention it in his signature or in his Personal Text but Theymos and the administrators don't owe him anything for that.

Well @Saint-loup, I don't understand how you interpreted my message but you should understand the very moment any individual take on a public office, he/she have made themselves accessable to the public and that's what theymos did when he took over adminstration of the forum. Putting a don't merit me sign up there only attracts attention to yourself. Some forum members might even consider it an indirectly attempt to beg for merit. If you want something skip the middle man and go to the source especially when they can't do anything possible to help you (that's my principle). @Theymos isn't complaining (atleast to my knowledge). If you send him a PM and he responds, possiblity are he's interested in what you have to say that's why I indicated in my earlier post, (if he responds to your message)

What would the forum look like if 1 million members were asking a special feature for their own account? Do you realize that?

But are those 1 million users you speak off requesting for these special features, i guess not. The few requesting shouldn't be denied the privilege to try, i only directed him to the right source, him bringing the discussion to the community won't do him any good in regards to his request been granted or rejected. I ask again have the administrator complain of getting tired of answering questions from the forum members? If they have them it's quite time for a support center. They're here to serve us It's their responsibility, is just like you telling me to stop reporting post because moderators are getting tired of reviewing them  Grin. I only gave a reasonable suggestion you don't have to make a big deal out of it to bring about a discussion (argument). Goodbye.

Forking the forum, and creating a personalized forum (like in medicine, we have personalized medicine). In 2018, when merit system appeared, there were lots of warnings if admin would have not changed it, or stopped using it, users would have made forum hardforks, in order to have the version of forum without merit system. By now, I have not seen such forked forums yet.

No I don't think they are here to serve you, they don't owe you anything and you have not any entitlement for this kind of personal request. If you don't like the forum how it is you are free to go elsewhere, it's not the purpose of the forum to satisfy your whims. Thankfully there isn't 1 million user like you, but if you encourage this behavior here, there will be thousands for sure.

Everybody here is ready to serve you, not just the administration

It's too bad to read this opinion from a self-made high ranked account. The administration may help you solve problems with Access and Use of your account like recovering accounts or lock/Unlock accounts, as they are already busy with reported posts and other stuffs. Do you really think I can contact theymos to hide my username and that he has to serve me?
Saint Loup didn't interpreted your message wrong, please don't encourage users doing stupid things, the forum has a fixed set-up and the administration is here to keep it running.
Features can be publicly discussed but don't expect them to be set for just one user.

This would be very difficult for anyone to achieve unless they already have a big following. Besides that anyone who cares about the forum will see that the merit system is beneficial to the forum as a whole, and has only a few minor issues with it. There's been other forums that have branched out, and tried to compete with Bitcointalk, but consider the history of Bitcointalk, and how its generally run none of them are even close to what this forum is. theymos generally does a good job in allowing free speech, and not being bias towards users.

I understood what you implied, because I am one of witnesses of the switch from second phase of rank system to the third phase of rank system with merits involvements. History of bitcointalk.org's rank system
I am on the way to Hero Member rank. Within less than 2 years from register day
There are 15 Old-era-Newbies already ranked up to Hero Members (based on a table that given by DdmrDdmr, and I am one of them; it is certainly that more guys like me to come.
Theymos actually did a great initiative for the forum. Let's imagine what happened if the forum would not have had merit system since Jan. 2018? Thousands or hundreds of thousands shitposters would have ranked up to Hero Members; and they are powerful spammers; kind of Hero spammers.
Plagiabot and its consequently massive temp-bans are other things contribute to clean up the forum, beyond merit system.
