Electrum is great for sending multiple transactions at a time with the CSV text box.  It's SO EASY.
However, you can't attach public notes to these messages.  This makes Electrum not as superior as I hoped.

Does anyone know of a client that can accomplish both of these things?

Public notes are a proprietary feature of blockchain.info, not bitcoin.

Saying that you don't trust someone because of their behavior is completely valid.

Take Armory, it is built on top of bitcoin-qt. And it provides great wallet management and transaction sigining.

Are you sure that you can't attach public notes to the messages using electrum?
