Yes you can see posts of your ignored users if

- Other members quoted posts of the ignore users.
- You check the post history of the ignored users.

The first is like a technical issue of SMF forum software because it affects changed usernames too. If a user changed his username, his past posts will be changed to a new username but quoted posts will show the old username.

Yes, although you may think that the ignore feature is useless if you can see that it's because of this reason...

Someone who quotes your ignored user might have an otherwise useful post. It would be nice to have the quote of the ignored user to be collapsed (and while we're at it, collapse/reduce wall-quotes and large images too) but hiding the whole post would be too harsh IMO.

If one of the non ignored member quote any post form your ignored users then you will able to see that post but if your ignored user quote non ignored users post then your will not see that post.
The bottom line is that you won't be able to see whatever your Ignored  member posts.  But you'll see whatever post a non-ignored member quotes
