Why not make it 100%?  Whoever gets merit must send an equal amount of merits back.  
Make the forum great again!

Even if the sender does not have any good posts or did not post anything, the receiver must send him merits

to combat inequality, from now on anyone who wants to receive 1 merit needs to pay 10 15% 18% tariff  (ie 0.1 0.15 0.18 merit)  to the merit sender

especially applies with merit sources

How possible can this be?
So, do they needs to pay in bitcoin or merits because I can't just reason out how that would be possible, or do you mean when receiving 1, 0.18 merits goes to the sender is that what you mean sir?
If this is what you meant then it I would really value this so that the person sending out can actually gain some rewards while distributing so they wouldn't be entirely empty at the last.

What about smerits for the merits received through tariff? Does the sender also get 0.09 smerit for each 0.18 merit received as tariff for sending 1 merit?

However, I don't really understand how this gonna work here or helps the forum if implemented.
But somehow, this is more sounding like a joke because definitely next years April fool

We need to develop a merit quality coloring system because not all merits are equal. Merits that are sent from cool people like me have a gold color whereas merits sent from dumb people have a brown color. There are 3 other colors that also get added to a Merit Composite Color Profile. That way people can instantly know if a profile is getting largely shitty or largely good merits. Or somewhere in between.

In my new role as Part-time Regulated Market Socialist I enthusiastically support anything that helps redistribution, as this idea.

The thing is, then my free market advocate alter ego comes along and tells me first that tariffs are a socialist measure, even though they are being imposed by a US president who claims not to be one. And then that they are imposed on trade between countries and on imports, which means that for the parallel to be correct, it should apply to merits sent from outside the forum to here. As this seems impossible, it could be something like: tariffs on merits sent by regular WOs to posts in other parts of the forum and vice versa.
