I guess you can't be really safe with bank wire, please make sure you use escrow for this ammount (15 btc is almost 10.000$). One question for you , why don't you buy it from exchange like Bitstamp or any other. You will need account there anyways and i think they don't have much waiting time now.

I would rather an instant exchange with a person, I've had complications with exchange via bank wire before.
Escrows fine
Can also do increments

What price and country? Wire fees are charged per transaction, so increments would mean someone is absorbing a lot of the costs. Wire price and exchange rates will depend on which country it's coming from and which one it's going to.
