No such thing, it'd break EU law. You can buy cards in the UK identical to the bZWBK ones without ID, it's not some special polish thing, they're just easier to find there.

The ING cards seems to exist but they're hard to come by.

The guy selling that card on Allegro is saying the same as the op, a flexible card with a changing limit. Might be him, trying to scam some more victims.

But this second seller also don't have any feedback on those cards.

I'll believe them, when I see a link about them on a banking site or at least some credible reviews.

No such thing, EU laws are pretty strict there and i doubt that VISA and any bank would risk that.
