Can Moneypak and Cash4web payments be reversed?

I see that many people want to buy BTC for cash4web or similar options. We are frequently asked these questions, although we accept only bank transfers and deposits. My question is: how safe these methods are? They seem to be completely or semi-anonymous, but can they be reversed or can the seller be somehow scammed through them? Any thoughts?

i don't know moneypack but cash4web can not be charged back or transactions be blocked because it does not belong to a specific person.

Moneypaks are reversible, as proven by danieldaniel and BCB, and other people on WoT.
