It's embedded in http://www.parliamentlive.tv/Main/Player.aspx?meetingId=16421&player=windowsmedia as an ms-asf playlist pointing to mms://wms002.twofourdigital.net/UKParliament/Archive/0000026354.wmv - but the res is still 360p AFAICT.

Using the titles "money creation and society" and "money creation & society" with the filters This month× Long (> 20 minutes)× HD× applied, all that came up was: https://www.youtube.com/watch?v=IkK0mLaEmU4 which is just the opening speech and YouTube says it's 720p, but it looks upscaled to me.

According to http://en.wikipedia.org/wiki/BBC_Parliament the format is 576i (16:9 SDTV) - standard-definition http://en.wikipedia.org/wiki/576i

Unless someone figured out how to get a HD cam in or feed tap, I doubt you'll be able to get an HD version of that debate.

If you would like to watch IPlayer from outside the UK, use something like Hola (https://hola.org/) on your browser.
It basically hides your IP and puts all traffic through another IP. This, therefore, makes you look like you're somewhere else.
