Never use PayPal to buy Bitcoin. Try a site like LocalBitcoin.com and find someone to trade you Bitcoins somewhere near where you live. This is the best alternative and you always avoid being scammed.

not everyone want buy btc from a strange, in a transaction out of the wall of the property house.
and firstly the price is sometimes to high, and not all people live near a seller...

If the PayPal sender quotes a false reason and not a convincing one, there are chances of winning it but mostly for all digital goods, chances are NIL. Trading via Ebay is recommended as Ebay offers a seller protection for those who buy and sell via the website. Trading with non trusted forum members is a big No.

if you sell or not with ebay and you sell a digital goods you loss every time, seller is in worst condition.

Withdraw money from paypal after you buy Bitcoin.
There have been many incidents with paypal, and no longer accept this payment processor.

You ask me?
I don't want even buy anything with paypal, even btc, never, I want use back, too many bug falls bad service, I Disagree with their policy/TOS I preferred not use it anymore.
I have also a bad issue for some funds someone has cheating/stolen.... but I have patience and goods lawyers
