I have an R9 270 overclocked to 1.3 Ghz and memory clock of 5000 Mhz and when litecoin mining with multiminer I only get .03 Kh/s and 17 Kh/s max. I don't know why the hash rate is so bad can anyone help.

Give up on Litecoin. Litecoin mining with a GPU makes no longer sense, ASICs and farms are dominating it.
You better try with some GPU friendly coins instead of wasting your energy and GPU.

Hey so I looked at your other post and am using nice hash but still getting 3.07 kh/s. What hash rates are you getting and what do i need to do to make it run well? I have the newest drivers and everything is updated. I have 8 gb of ram and a quad core amd processor and windows 10.

What algo, X11? You should get around 4 MH/s. Other algo will have other results. I hope you gave up mining Scrypt with your GPU.
Try the Nicehash software to check if the card works properly, do the benchmark and let me know what hashrate you get for X11 mining.

Better stop mining high diff coins for a moment. If you want to take good profits. Find out some new altcoins that you believe to be high profitable and throw some hashes on it. Hold a good amount of coins while the coin hits an exchange and dump it there. Profit in short-term. Switch to another new coin, calculate the profits you get and do the same process again and again. Profit all the time.
