It is a wholesale price charged by PIR, the .ORG registry. This is the price that a registrar is charged for a .ORG domain name.
A domain registrar sells .ORG domains, or other extensions, at a mark-up to a consumer. Most registrars use registry price increases to up the domain pricing. Godaddy for instance is increasing .ORG prices by $2 after August 1st. Some registrars might be less, many will be increasing prices more than $2.
PIR has been price shopping for another technical backend provider.
