I guess under attack by huge amounts of traffic.
Not sure if this an actual attack or just x% of the world trying to buy bitcoins over there.

why would they do server changes and restarts during prime trading hours on a weekday?!.. don´t make any sense..

what makes sense is a state run coordinated DDoS.. as bitcoin is directly in competition with their fiat, based on violence, shit they call money
