I think when a dictatorship government refers to the "West" the epithet includes the countries like Japan or Germany or Israel. But actually it is not so important what they mean by "West". What is important is that they are robbing their own people constantly and they are telling to them that the "evil West" is responsible for all their troubles.

If there is one to blame, blame yourself for beeing stupid. The Same applies to the countries as well. You can't blame the West because they are smarter. It can make them evil but guess what? That's how the world is.

If there are some rich people on earth, there has to be some poor people as well.
