How to compil cgminer? The C compiler don't work

Hello,
I'm trying to compile CGminer on my computer (Windows 7)
With the method on MinGW32
But I have an error I don't understand....
I have downloaded and installed everything they said but at the end when I have to tape:
adl.sh (optional - see below)
autoreconf -fvi
CFLAGS="-O2 -msse2" ./configure (additional config options, see below)
make
adl.sh : command not found...
checking wether the C compiler works...no
