Use the proper Scam accusation format and relevant proofs.His bitcointalk profile link primarily.Judging by the email,I think it was a throwaway account.

include all proofs you have like some screenshot e-mails his profile link, and why in the first place you did not use escrow, they are here to help protecting users, now you can only try and chargeback via neteller (does this even work there?!).
