I did a withdraw from a shit exchange called livecoin, and my btc is stacked in the blockchain, even network are very clear.

Any help (free or paid) would highly appreciate. I already tried via btc.

The transaction has already been sent and is propagating throughout the network. Complaining to the exchange probably won't do anything, but you can attempt a CPFP transaction. See http://www.mocacinno.com/feecheck.php?txid=f35e0c70114ee7aed226596db6492532c7f403321546a3b1aa619d03cbe49386 (specifically the section on CPFP) for more details. If your address is 1F9zHazRhdcU3aqdQAW5NskpyvQawDoNRj there should be plenty of BTC available in the output to fund a transaction fee. Click the button labeled "create with fee 0.003 from/to 1F9zHazRhdcU3aqdQAW5NskpyvQawDoNRj", and sign/broadcast that transaction following the steps provided.

I have recently become active again after a long period of inactivity. Cryptographic proof that my account has not been compromised is available.
