I did a withdraw from a shit exchange called livecoin, and my btc is stacked in the blockchain, even network are very clear.

The transaction has already been sent and is propagating throughout the network. Complaining to the exchange probably won't do anything, but you can attempt a CPFP transaction. If your address is 1F9zHazRhdcU3aqdQAW5NskpyvQawDoNRj there should be plenty of BTC available in the output to fund a transaction fee. Click the button labeled "create with fee 0.003 from/to 1F9zHazRhdcU3aqdQAW5NskpyvQawDoNRj", and sign/broadcast that transaction following the steps provided.
