The bounty that involved posting low effort responses (possible project names) was posted by sasha35625 in March. It doesn't matter when it was posted, as long as the rule was already in effect (it was).

Not only waves thread have been locked and there are lots of similar threads which have the same situation too and as being said they do give bounty which is not really appropriate on the said board. This is why mprep do made such action.I think theres no need to create new thread i bet there is already one have been created, just try it to search and regarding giveaways bounties we do have a respective board on that one.
It wasn't closed because the OP ran a bounty in his thread. It was closed because that bounty incentivised posts for a low effort task (essentially a disguised giveaway).

Locking the offender's thread is punishment.
It has been locked because there was a giveaway and this discussion was in 'Annoucement' and not in 'Bounty' thread. If you look at the page before the last one you will see there was a giveaway of coins.
Maybe someone will restart a new discussion.
