Stupid question regarding "activity". When the famous "2 weeks" start?

I mean, it's a set time like at beginning of the month, at the half, and again at the beginning of the next month? I know you have to wait 2 weeks for activity to refresh. I'm wondering if is set for everyone or the two weeks start when i reach my 14 cap. Thank you kindly for sharing with a rookie your knowledge
