Don't forget that Kim Dotcom has stepped down from Mega.

According to Dr. Kimoto, he is based out of Maldives. I don't see this as a particularly surprising place for a Kim Dotcom type to be hanging around for a while either.

Oh, oh, and also don't forget that Kim lived in Hong Kong for a while, so it's not entirely outside of the realm of possibility that he can speak a little Chinese.
