Bitcoin Core will let you send fees for cheap.  My last transaction cost me $0.02 to send.  The only downside is that you have to download the entire blockchain.

Bitcoin Core is a good option. However, if you don't want to download the whole Blockchain (~194 GB), Electrum is by far the best option (fully customizable, has segwit, RBF, custom fees).

Which ones you shouldn't use:

Mycelium is outdated, has no segwit and shady devs;
Bitpay/Copay is shit;
Bitcoin.com is owned by Ver and promotes Bcash;

Are you running Windows 7 or 8/8.1? Run your Windows Update to make sure your OS is updated.

The fees for next-block confirmations are always changing. However, fees are pretty low right now.
You can use a website like https://coinb.in/#fees to see which fee is recommended (i.e right now they are suggesting a fee of 3 sat/byte).

I still prefer using the web wallet. It's safer.

No it's not. Even the best web wallets can't hold a candle over Bitcoin Core and/or Electrum when it comes to security, simply by virtue of letting you solely control your private keys. They aren't that much more convenient either, and they typically don't let you have much freedom with your fees. There's no reason why you would ever want to use a web wallet over a desktop wallet, unless your web wallet is in an exchange, and you trade often.

Another vote for Electrum. Online (web) wallets are always less secure than desktop ones. Bitcoin Core is too resource-hungry.

Web wallet is good and safe

Which one and why do you think it's safe? It may be enough for small amounts, but for larger ones desktop wallets are better. And for a substantial sum cold storage or hardware wallet is a must.

Well in terms of fees, Bitcoin Core would be cheapest.

I use Electrum.  It is full featured but with simple interface and is very secured.  You can also do cold storage offline transactions.  Many people on this board recommended.
