USB raiser not working, please help

I have bought 6 pci express 1x to 16x powered USB raisers. I plugged all in correctly, but when i hit start button, the computer does not power on, all it does is give a small push to the fans for a split second and nothing happens. the fans turn on for a split second then powers off.
the computer does not even boot or start or show anything on the screen. it simply does not start at all.

specification:
Motherboard: Gigabyte GA-Z87X-UD3H
Powesully: 3x xfx 850W
GPU: 6x r9 290
Raisers: 6x http://www.ebay.com/itm/PCI-express-1x-to-16x-16x-1x-mining-Extender-Riser-Card-Power-USB3-0-cable-/271378879332?pt=LH_DefaultDomain_0&hash=item3f2f711364
Raiser info: the raisers have jumper installed so i dont need to do a jumper on the pci e 1x for the motherboard to recognize the card.

start with one card only. If it works add your cards in one at a time - that should help narrow things down
