I believe they removed the imperfect chips and thus there are rolls that have a range of 31, but are just 25 chips with 6 that we're QC'd and removed.

To my knowledge, yes, some coins were removed for quality control. Both rolls are still sealed, so I couldn't speak to exactly which numbers are inside..
