Yes, according to the rules advertising services in others threads is against the rules. Rule 22 states that it is no longer allowed.

Maybe. As far I remember I've reported 3-5 threads and posts. Others also reported.

But I'm not sure that the posts and threads by my reports got deleted or not yet, because after my reports the "unhandled" stats are same till now.
