There is no need for anybody to act as an Escrow for your project, you can just conduct an IEO instead of an ICO and do it in a reputable exchange because those exchanges tend to do their due diligence on every project before they agree to hold an IEO for them, so if an exchange with very high standards were to.acceot your project, that is all the escrow you need.

if your project is good enough with a lot of potential,
just conduct an IEO on major exchange such as binance launchpad or bittrex my friend

Why you need an Escrow service? For the first time I saw an ICO need a escrow to raise fund. You can create a smart contract with conditions, for example, to refund the investor yourself if it does not achieve softcap. Many projects have used this way in ICO.
