i bought some used miners from a retailer in china , when i got the miners it turned out that the boards were not showing up not one ! , i changed control board , changed psu still the same , i then bought a used hash board on ebay and tried it and immediately it showed up .

my question is can bad chips cause the board not to power on and show in miner status?

No , the board will still power on regardless of how  many working chips it has on it, you need to post the kernel log for us to see what is going on, there is part where it says something like

Code:
[j6]has 0 asics
[j7]has 57 asics

Now depending on what chip/chips are bad, some hash boards work just fine with missing chips, some don't ! it pretty much depends on what chip that is and the architecture of the board.

also,it's common that changing the firmware will show those hash boards for a reason  I don't seem to understand, so make sure you try flashing a different firmware, not the 2019 versions because then you can't change it if you need to.

It may not necessarily be bad chips, but if no chips at all are detected then the board will not be shown in miner status. However, all details will still be in the logs.

Go to System > Kernel Log, copy and paste those logs here or on pastebin so we can take a look.

How many hashboard not showing up on the miner status?

Maybe the 18 pin ribbon cable is not properly attached in both control board and hashboard that is why the hashboard is not showing up on the status page.

Since the new hashboard is working fine now try to put the old hashboard back and then test it again.

Let see if it is actually dead or not.
