Well, my bad then. I concluded based on the fact that a while ago I saw some users who had unrepaid loans running into several months after the requested duration. I didn't know it was still an active loan. I thought they defaulted. But it's ok now with your explanation.

A neutral tag is likely to be given to a bought account with reference feedback to the change in password or posting style. IMO a negative feedback or red tag may be given in cases where the new owner is suspected to have malicious intent.
There's a conflict of interest in the forum on account sales if we go by what @mrep said. If something is allowed, why is it discouraged then? It's a paradox. To the best of my perspicacity, account sales are deceitful. What it simply means is that someone is transfering not just ownership to another but reputation and trust. So, why would anyone want that if it's not to make others interacting with the said account think they still have the same owner and whatever reputation bestowed on that account. It's like a reputable bounty manager selling their account. Of course, unknowingly, hunters will still think it's the former owner on it, and then blindly trust the account. I think a bought account deserves a red trust, not a neutral.

4. Buy-sell account
There are no restrictions on buying and selling accounts, which are stated in the general forum rules. But when the ownership of the account changes, it's not impossible that top members suspect account buyers will do things they don't want (such as fraud). This is why those who buy accounts often get neg-trust.
So, what is this? Are you trying to rankup another account and sell it again? You really are an account farmer apparently.

OP tried to express their opinion on how to avoid a red tag. But the red tag isn't limited to a few reasons. The only reason is red tag is involved with shady activities. Don't involve yourself with the crime, that's enough to avoid ref tag. We know which is good and which is a bad thing, so those who are getting tagged are well aware of it. Like when thieves steal something they know very well police will arrest them in case they catch them. So the only policy is don't involved with crime to avoid a red tag.

There are some restrictions here as the OP wrote and it's true. Red trust occurs because of making a mistake that can disrupt the continuity of our account. some bounties prohibit red trust accounts from participating in their bounties and that is one of the effects of red trusts. Therefore we must be careful and obey the rules here for the sake of us and our own account. So it all depends on us whether we can be careful in acting or not because if the account has been Red trust it will be difficult to move forward, especially in finding and participating in campaigns.
