I cannot possibly blame the gambler. He didn`t foresee that happening. Maybe he has been having winnings and such hasn`t happened and there has also been no complaint about the agent withholding people`s winnings. It happened and the gambler happened to be a victim and so he shouldn`t be blamed. What if he had provided account details and he was told when he would receive it but didn`t get it?
