Yes a good VPN should get the job done, although I've not use Proton VPN before but I have heard that it's a good one too, my favourite is whoerVPN and Express VPN.

It should be, there are few VPN that works very well with TOR and there is also a TOR VPN available, I don't know if it still works.
Can I ask why all these insane security to get away from your internet provider? What are you trying to hide from? Because it seems your provider can't be trusted or something, if this is the case why not stop using the internet provider and go for a Viber connection or starlink.
ToR itself is a decentralized network that send all your traffic through anonymous sources to hide you and your activities online, it seems to fit your need very well, more than VPN that is for hiding locations, if you don't want your internet providers to know what you are doing online I think Tor makes more sense.
