I don't know about that member's whitelisting but to me your account also seems like a newbie account and if this is your only account then surely you made a good post to ask that question. But, if it's your alt account then why you didn't posted this thread from your original account?

There are some people on this forum who can while list new users, and I believe Hugeblack who's mentioned by Davidvictorson is one of those people. He can help you to white list that member but you may be patience as such procedure could take sometime.

And it nothing really big matters some times it about the region where you are living  and cause of your Ip your friend id facing that issue.
There are many reputable member are helping newbies to for remove this restriction from their account. Davidvictorson already mentioned Hugeblack email address for whitelisting but remember that always make at least a proper request to them which will have the logics to help your friend.

you can speed up navigation  to his profile by providing an embedded link to his profile
Although your account is  still  fresh you might not be able to do that but you can follow this

You can still search members using their usernames and other profile information. Click on the Members icon at the top of the page, then click on "search for members", input the username and you will all related usernames.

Am thinking the fine for registrations for new members which is IP fine is a random thing and a new one. The IPs may not have committed anything to cause fines on them. I do not know how administrators of this forum reached that conclusion to be charging new registrations through fines. Some years ago the forum did not have anything like this evil fees but now it's so different.

Something that's been around for close to a decade now, you are still saying that it's new to the forum? Evil score visualisation  
 
According to the link shared above and what I know about it, it's not just given to every new member that registers here, but it's also given to those whose relative or anyone sharing the same IP with them has committed evil, which gets them banned.
 
New users from that area will be charged to pay for the evil even when they are not the ones who committed it, and the charges are based on rating. If the score of that IP is high, then the person will pay more, and if it's low, they will pay less, which will be close to almost zero.

Some must have seen it or even read it but they literally decides to ignore it because they just want to make some noise in the forum.

I have seen someone who already knows what exactly his asking about but decides to create threads about it, when someone tries to put them through they into try to lecture the person who is more knowledgeable because they have gone through it but want to make it seem formal or something.

I personally don't think they don't read but they intentionally come back to ask questions regarding it just to fulfil themselves.
