How long does it last for your account? (360 seconds = 6 minutes, just so you know)
The restrictions are there for newbie accounts to avoid them from spamming. Newbie accounts are also restricted from posting images for similar reasons. If you read most of the threads pinned in the Meta and Beginners & Help board, you shouldn't be puzzled by this for now.

As a newbie on Bitcointalk forum if you want to post an image you can go ahead to pay for a copper membership so that you can post images if that's the issue you are having. However, like what Bitcoin_Arena have said earlier, the restrictions is just for newbies not to spam the forum. Actually 360 seconds is not much, just be patient and continue later. Anything you want to post will still be there even after 1hr, so don't be in a haste. As a newbie to this forum you even need to do more reading than posting, so you can understand how the forum works. If you did read more earlier, you would have known this already because almost everytime newbies do this same complain.

So your goal is to make as many posts as you can or read and participate in discussions?

Yes it is possible to have less than 5 minutes as time difference between two non spammy post but it's unlikely someone will do that as a regular posting habit.

And the rate is limited based on your activity if I am not wrong and you will have no restrictions whn you reach higher ranks and one method is to buy a copper membership that gives the same accessibility as a member rank.

If you're a newbie account, then you will have to exercise more patience till you get more higher ranks before you can post images, but if you want to evade on this, get a copper tank and get more access, also in addition, you can't wear avatar as well until you become a full member on the forum, while posting images here are not directly made, you will have to go through the image hosting sites like talkimg and copy the bbcode for the image and post them on your content here.

Newbies aren’t allowed a host of activities such as, sending pm to ranked users and uploading images like you’ve rightly noticed. This temporarily restrictions would be lifted when you start to ascend the ranks.

It’s normal and it’s a genuine attempt to prevent or moderate spam. Most times, newbies join the forum with no knowledge of it or where to start and should they manage to open a comment box, they just keep wring. It’s not ideal and so the rule applies to give you room to read more and review whatever you’ve sent.

Having a reminder every 5minutes isn’t a bad thing, not something I would like to do though.

The forum website requires a lot of getting used to and for someone who is a beginner in this forum It can be very confusing. I got discouraged too, but I found the courage to come back. Find the courage to stay, and it will not be long before you are able to understand really how this unique website works.
I would say that you should not be too focused on starting too many topics and that before you start a new topic you should use the search option to verify that a similar topic has not been discussed because many things have been discussed already in this forum. As a newbie, reading will do you very much good.

You know spamming is not allowed here in the forum, so it's better as a newbie you don't just focus on posting or creating threads; rather, all you need to do now is read across the forum to get some points and different patterns for how some users' threads are being created. If you also do some research, it would help you along.

In addition, just try and push up your account to some additional ranks beyond newbie before you are able to post an image.

Newbies can not upload images until they reach to Junior member rank or buy a Copper membership to bypass this restriction.
Images in posts disabled for newbies. It was disabled in 2015.

In 2017, the forum lauches its Copper membership.
Newbies can now pay a small fee to enable images.
