If I want to give a friend 1/10 of a bitcoin, (he has never used bitcoins so does not have a wallet), can I just send it through email to him, he then later register a wallet to get the gift from me? Or does he have to get a wallet first? I want it to be a suprise to him so would be great no to tell him to get a wallet first.

There are also services such as coinapult and coinbase that allow you to send bitcoins to an email address. I think if the bitcoins are not redeemed within a period of time, they are returned to you.

It can be done with third party services such as Coinapult: https://coinapult.com/faq3.8 When I send bitcoin from my Coinapult wallet, does the recipient need a bitcoin address?
No, the recipient only needs an email address. If the recipient wishes to claim their new Bitcoins, they'll need a Bitcoin address to send them to. They can establish an address using the Coinapult wallet or any other Bitcoin wallet service/software.
EDIT: It looks like odolvlobo responded with the same info just a bit faster than me.

I'm not sure sending a paper wallet via email is a good idea, unless his email is set up very securely and the message (or at least the wallet) is encrypted. I recommend using Coinbase to send him the bitcoin, though if you don't want to use any third-party services then an encrypted paper wallet is probably the best way to go.

If you can meet your friend in person, you can create a paper wallet, load it with the bitcoin and gift the paper wallet to your friend for surprise. You can also teach him some basic info about bitcoin after that.

Easiest is a paper wallet with private key on it..... chances are he wont use it.
I would let him get to know it by getting a wallet then having the fun of seeing wallet go from 0 to having something in it. He gets to learn about wallets and a little about bitcoin whall you do it.

Sending him a paper wallet with the amount in it is one way to do this. When you give him the details for the paper wallet you could also explain exactly what it is and how he should use it and such. Due to him being totally new to bitcoins I would imagine he would need a lot of help to understand.

Transfer the money to him using an exchange? So he won't be paranoid about you or other people steal the private keys.

I would agree if you want him to get into bitcoin, him making his own wallet is not a bad thing.

You can choose to send him a wallet.dat and tell him the encrypt password, or just print out a paper wallet and send it to him

IMO, it is better for you to create the wallet together with your friend, and show him how to send bitcoin and keep his bitcoin safe.
