I've got two slots on my board, a pci express 2.0 and a pci express 3.0.

Can a pci express 2.+ card run on a pci express 3.0 slot?

It is compatible thru all versions. You can mix as you want. But of course transfer speed will be as slow as slowest device, card or slot...

Yeah if you look at it, it's just like how USB 1.0, 2.0, and 3.0 can mingle together just at lack of speeds.

There is one thing though- does putting a 3.0 graphics card in a 2.0 slot bottleneck it to any amount? I have only but pci-e 2.0.

Yes.
In mining?
No, you can even run it in an x1 PCI-E 1.0 slot, and get the EXACT same hash rate.
