Very well explained. Its true that merchants stand to benefit the most.
I know the dollar stores are struggling with the cost of processing payments.

yeah I agree, or perhaps major credit card companies will adapt to this role (at least the ones that want to survive). My guess is they will be picky on who they service to make sure they are working with legitimate consumers with low chargeback type activity and they'll back these consumers themselves. They'll charge the merchant maybe 1% instead of the current 3%, but consumers will want to use them because of the protection.
