If I put 2 VGAs in a motherboard that has two PCIe x16 slot (so I dont have to user risers or anything strange) and I put them in corssfire.

Can I disable the crossfire so I can mine with each VGA individually, so I get to mine with 2 VGA's without using any dummy?

Is this possible?

no crossfire.  switch monitor plug to enable one after you start mining on the other if you don't have dummy plug

Why do you not recomend CF? I have 2x HD5870 in CF and fair performance 2x 380MH/s without dummyplugs. I can mine with each card separately.
