Have you asked circles support?

With activity one I have to ask are you trying to be anonymous with circle and anything wrong with what your submitting?

Try to register with other browsers, If you still can't register open a support ticket.
You can also buy Bitcoin on Localbitcoins it's easy and there's lot of different payment options there.

Well, that's fucking horrible. Yeah I would just continue sending email requests, sorry to hear that you're in this situation. They really should have a phone number, or at least live chat.

Their support sucks, so even if you provided the right info just consider them as another coinbase.

Just like how coinbase offers to give bitcoin, but its to them reject or honor prices for their own "risks". Because even though you fulfill every requirement that they do ask, it all means nothing to them.
