I'm buying each for 300 satoshis, 1500 RAD maximum.
Every time a block is mined, a certain amount of BTC (called the subsidy) is created out of thin air and given to the miner. The subsidy halves every four years and will reach 0 in about 130 years.

You could assume that he/she already has... Otherwise, how do they even know about RAD?

100 sat is much too low though. Even though the project is still relatively unknown/undeveloped...

It is possible to know roughly how much the price of RAD
