No, you're wrong. I applied November 04, but the payment date is November 05 and I didn't get paid.
"Those who sign up 2 (or less) days before Wednesday will start participating in the campaign from the next week." It's also said only first week rollover but they deleted it today.
I have 33 post, 16 is in Gambling. I met the requirements. I sent PM about it but got no response. I'm still waiting for my first payment.

No this is not mandatory to re-apply every week if you keep signature and avatar into your profile than you will get paid each week without any problem.
