It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

For some reason I think the OP is a scammer.....he obviously wants to get whoever thinks is going to trade with him to send funds to him first since they are getting "such" a good deal.

If you do trade with him then you obviously want to use escrow although the OP probably does not have 3 BTC

It's a scam. You see the same thing every few weeks. BTC for sale at very low prices but the OP is only trying to sucker someone greedy enough to send first who will ignore the warning signs.

Yes it does lol why would anyone sell bitcoins for $200 when they are at $250 now?
I never used cex.io before but maybe he can't take the bitcoins from there for some reason, and wants to sell everything including the account?
If it's not something like that then it's probably a scam, I think. : /
