Can you not just order it from a bureau de change? You might have to pay over the odds for it, and wait a while, but they should be able to get one for you. https://bitcointalk.org/index.php?topic=147726.0That old thread had some tips too that you could follow up on.

I should have asked if you want post 2009 won, or older non-currency won?
Are they valuable in the west? It sounds like quite a few people are after them, it could be a business to bring some back over here, unless they confiscate at the border, then I can see why it would be so rare in America.

Why Won from north korea is so hard to get? The answer is that North Korea is an extreme secluded country. You can't buy their money from currency exchange, because they don't have any. Wons are only good for collectors because they are extremely rare currency. Probably the rarest currency in the world which is emitted right now.

Have you checked eBay, or currency collecting forums? I believe you will easily be able to find banknotes not only from North Korea, but also from other places and time periods.

Have you tried the local money changers ? I'm sure some of them may carry these Won notes.
In case the usual money changers do not have them, you can try to go to locations such as Little India or China Town where these foreign money changes may have them.
Otherwise, try to get in touch with the Currencies Collectors on Facebook. There are some Groups that are actively involving in the Trading of Currencies. You may want to check them out too..

Doubtful. Northkorea is not find of foreigners having their money; the notes that have gotten out were "smuggled" out by tourists. I use quotes because it doesn't sound like it's too much of a challenge if you get your hands on them while you're there, but the only stores Youd bisit take foreign currency and give foreign currency as change. Not a simple matter of getting foreign currency for any other place you might visit

You can find some Korean Won on Amazon or Ebay.

eBay is your best bet. Some sellers are selling copies so make sure to read the description. I saw a few legitimate cheap listings earlier.

not all of them is printed, but you need more money to buy the original one even in south Korea, hard to get North Korean won are you money collector?

North Korea has multiple tiers of currency which are differentiated by color and size, in other words there is one currency used by locals, one issued to foreigners that tourists can get, and if memory serves one used in trading. This person probably wants the local one which strikes me would be the rarer variety as tourists are not allowed to have it and people won't trade you for it from within the country (unless they wanna get shot).
I am sure you can find the local one on Ebay and Amazon, but much like buying a Rolex on Ebay it would be worth the posters while approach currency collectors as suggested above.
