Is it possible to know if an account was banned in the past?

you can only ask a staff. even the modlog doesn't show the name of a nuked member. all it shows is the mod who did the deed sorry,  the modlog actually shows some of the banned member's account. maybe it's all of them but there's no way to know for sure

This is not true. Moderators are not suppose to tell others what happens in the staff forum as what happens there should generally be secret. Also the modlog does not show the moderator who banned and/or deleted posts of someone. The modlog shows who was banned (in certain cases) and whose posts were deleted.

The question of if someone was banned or not is generally not public information, although it will often leak when they post about it in meta and some other ways too

Try bitcointalk.org/modlog.php and search for whatever account you are looking for. It doesn't directly point out to a certain name but it does give you the uid of the person that was recently nuked or banned. It also shows some deleted posts too.

That Modlog tool is quite useful & handy actually. Reminds me of the "Spy" plugin on Digital Point forums. Maybe we could look into something like that to be added here.

I doubt it is a complete list of changes or bans made. The bottom end shows a reply deleted by the member with UID  406984 , who would have joined recently. So all deletions made before that are not shown, seems it just shows the last 100 or 500 logs.
