If he did that then everyone would know the identity of the accounts and fewer people would want to buy them because people generally do not want to own a known purchased account.

if you want to work any deal like this then it would be best to use escrow and have the escrow hold the account for a predetermined time frame and would refund the buyer in the event it doesn't have enough activity if it was sufficient posts.

It easy to calculate if the account will become a senior member. We can use quickseller as escrow because he knows how to calculate.

I can confirm this. But there is no need for refund because the escrow can check the account prior to forwarding it to you.
